Do I need a letter of support from the State Historical Society?

Due to new guidance from DOE, if your building is 50 years old or older you will need a letter of support from the State Historical Society. You also need a letter if your building is on the National Register of Historic Places. For more information, please contact Susan Quinnell at the State Historical Society at 701-328-3576.

What is the Buy American provision of the ARRA?

The Buy American provision requires that public buildings and public works use American iron, steel, and manufactured goods. Manufactured goods are defined as goods brought to the construction site for the incorporation into the building or work that has been processed into a specific form or shape, or combined with other raw material to create a material that has different properties than the properties of the individual raw materials. We anticipate that more guidance on this issue will be forthcoming from DOE.

What sorts of projects will qualify for funding?

Assuming that they meet the 10 year pay-back period, these types of projects would qualify:
  • installation of insulation;
  • installation of efficient lighting;
  • heating, venting, and air conditioning (HVAC) and high-efficiency shower/faucet upgrades;
  • weather sealing;
  • the purchase and installation of ENERGY STAR appliances;
  • and replacement of windows and doors.
What is my NAICS number and SIC code for the CCR registration?

The NAICS number cities and counties will use is 921140, the SIC code is 9121.

When can I apply for funds?

Applications will be available shortly. In the meantime, communities can determine what sorts of projects they would like to apply for. When receiving bids for the project, be sure to follow Davis-Bacon wage rates if your project is over $2,000. You can access more information on Davis-Bacon wage rates at www.wdol.gov/. Depending on the project, the Buy American provision may also apply.

Earlier in the year I received a survey about this program. I did not fill out the survey. Can I still apply for funds?

Yes. The survey was a tool for planning purposes only.

What are the program guidelines?

Program guidelines are now available.

What is a pay-back period?

It is a measure of how efficient the project is. For example, if a building's heating bill is normally $500 a month and after the project is completed the bill will only be $400 a month the savings would be $100 a month. If the project's total cost was $300 the project would have a 3 month pay-back period.

How will I know when the applications are available?

You can sign up for the Energy Office Stimulus Updates list. Individuals on this list will receive an email whenever we have new information or applications available. To sign up for the list go to http://www.communityservices.nd.gov/mms/edit.asp and create a log-in if you don't already have one.
