Insulation
The Energy Efficiency and Conservation Block Grant (EECBG) is a formula grant awarded by the Department of Energy (DOE). The purpose of the EECBG Program is to: reduce fossil fuel emissions, reduce total energy use, and improve energy efficiency.

The State received approximately $9.6 million. A majority of the funds will be used for energy efficiency retrofits to state and local government buildings. A minimum of 60% of the funds we received will be disbursed to local units of government that were not eligible to apply directly to DOE.

Grants to Local Governments

Purpose
The purpose of the program is to provide grants for energy efficiency retrofits to government owned buildings, thereby helping local governments reduce their operating costs and allowing citizens to see the benefits of energy conservation first hand.

Application Deadline
Applications will be accepted through January 31st, 2010.

Award Ceiling
$100,000 per project

Match
10% Match - Match can consist of cash, equipment, and/or in-kind services.

Application and supporting documentation (EF1, Energy Savings Analysis, & Letter of Support from the State Historical Society if the building is 50 years or older) should be mailed to:

Successful applications will be forwarded to DOE for a brief NEPA review. Once that is successfully completed, the award will be processed.

Qualifications
  • Applicants must not have been eligible to apply directly to DOE for funding under this program.
  • Projects need to have a combined payback period of 10 years or less.
  • Projects will need to have the appropriate analysis conducted to verify energy savings. See guidelines for proper analysis.
  • All projects must comply with Davis-Bacon and Buy American provisions.
  • Projects need to be completed, and reimbursement needs to be requested by July 30, 2012.
  • Projects with buildings on the National Register of Historic Places, or 50 years old or older will need a letter of support from the State Historical Society.
  • Applicants must certify that projects will comply with State solid waste management requirements.
Guidelines
  • Funds will be provided on a reimbursement basis with appropriate supporting documentation. Examples of documentation include:
    • Reimbursement Voucher,
    • Payroll forms verifying Davis-Bacon compliance,
    • Invoice of total cost of project,
    • Match confirmation.
  • Projects under $50,000 will require confirmation of energy savings and payback period from a vendor or other appropriate entity such as an energy auditor.
  • Projects $50,000 and over will require confirmation of energy savings and payback period from an engineering firm.
  • Costs of audit can be included as part of match.


Funding for State and Local Government Buildings


Approximately $2.4 million will be available to all state agencies and local governments for energy efficiency retrofits to governments buildings. Program guidelines are the same as the guidelines in the Grants to Local Governments program.

Please note: Units of local government that were eligible to apply directly to DOE for EECBG funds are not precluded from applying for these funds.
