On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which included $1 billion for Community Development Block Grant Recovery (CDBG-R) Funds. North Dakota's share is $1,299,857. The Department of Commerce, Division of Community Services has developed a required Substantial Amendment to the 2008 Action Plan of the State's Consolidated Plan. Public comments were accepted June 17, 2009 through June 24, 2009. The Substantial Amendment has been approved by the U.S. Department of Housing and Urban Development.
