Manufactured Home Installation Program
The implementation of the Manufactured Home Installation program began on September 1, 2006. From this date on, any new manufactured (mobile) homes installed anywhere in North Dakota must be inspected to assure that it is installed according to the manufacturer's installation instructions. This program was established by the Legislature in 2003 and 2005 in lieu of having a federally imposed installation program required by the Manufactured Housing Improvement Act of 2000. The details of the program are contained in Article 108-03-01 of the North Dakota Administrative Rules.
To implement the program, the state trained and registered 91 installers from North Dakota, South Dakota, and Minnesota. To conduct inspections, the state trained and certified 36 inspectors representing both public and private entities. Once a new manufactured home is inspected and found to be in compliance with the manufacturer's installation instructions, the certified inspector will affix, next to the HUD label, a state label (dark blue). A homeowner who elects to install his own home is not required to hire a registered installer, but must arrange for the inspection of the installation from a certified inspector. The state requires a minimum of one inspection for a single-wide unit, and two for a double-wide unit, but an inspector may conduct as many inspections as deemed necessary. The primary purpose of the program is to assure that all new manufactured homes are properly installed and to assure that any problems found are corrected by the registered installer.
