The production and maintenance of rental units is handled by the entitlement cities of Bismarck, Fargo and Grand Forks, as well as designated Community Housing Development Organizations (CHDOs). The three cities are addressing needs identified through their Consolidated Plans, and are developing housing for elderly and very large families. CHDOs are focusing on upgrading or creating rental units for very low & low income families and elderly.
