Homeownership assistance, funded by the HOME program, is administered through a cooperative agreement with the ND Housing Finance Agency through its Downpayment and Closing Assistance (DCA) program and its Housing Acquisition and Rehabilitation Program (HARP).
While DCA provides assistance with acquisition costs, the HARP provides additional assistance to low income families where rehabilitation needs are also found in properties to be acquired.
