Community Development Block Grant Program

Q: When are requests for funds due?

A: Requests are due by noon on Tuesday. Cash requests received after noon on Tuesday will be processed the following week.


HOME Program

Q: What has happened with the Pre-Development loan component of the HOME program? Does The Multi-Regional board determine if the CHDO funds are to be used for this activity or is there still funding at the State level that can help with this? If we do make a pre-development loan using CHDO funds, is it repaid back to us or to OIA?

A: The 1999 Program Statement says: "up to ten percent of each Multi-Regional CHDO set-aside may be used for pre-development loans to assist specific projects. Each Multi-Regional CHDO must have a scoring criteria developed that is consistent with the Governor's Housing Task Force Report."
The HOME regulations complete the picture in 24 CFR 92.301 that states that a pre-development loan must be repaid to the PJ. So all predevelopments awards must be in the form of a loan and the loan is between the State and the Multi-Regional CHDO.
